Honey,I shrunk the seats!
It is Mandal Commission revisited.
The proposal to introduce 27% reservation for OBCs in 20 central universities, IITs and IIMs woke me rudely from my deep slumber. This proposal which is currently awaiting approval from the Manmohan Singh cabinet just made getting into the IIMs more difficult for people like me. People who unfortunately don't belong to the SC,ST or OBC. My father didn't help either by not serving in the armed forces. Nor am I handicapped(atleast physically). So I don't possess any of the qualities needed to make into our premier B schools.
Before you go ahead and label me a high caste, upper middle class, IT savvy, GenNext selfish guy, let me set some facts straight. My Dad comes from a family that didn't have enough money for two square meals a day, no money to buy books, no money for medicine. And his being a Brahmin never made things easier for him. But he had a dream which he chased and fulfilled. And he has given his children quality education and a good lives. So I am not really a guy who has always been seated on the ivory tower, unaffected by the "ground" realities.
Now, for the proposal that will make the overall quotas to go above 50%. The question uppermost on my mind is the purpose and timing of this announcement. If the purpose of it is to bring up those from backward sections of society, then I ask why the quota system that was incorporated by Mahatama Gandhi for a 10 year period is still in existence? Are not 60 odd years enough time to make all of us equal in terms of opportunity? Why is that despite this quota being present not many from these classes have actually benefited? Why is that like all good things in India this has also been concentrated to only a few? And why is it that this proposal has come just a few days before 5 states in India go for election? Another point to note is that the ruling party which has power at the centre has been losing the state elections regularly. These are some questions I would want everyone to consider before jingoism prevails.
If the reason is upliftment, then I am all for it. I just ask our leaders to make sure that it actually works and everyone has the opportunity to improve their living standards. It shouldn't be a political gimmick which serves the purpose of the political class and leaves the deserving in a hapless position. This proposal is more important in the present scenario when Indians are carving a niche for themselves in the world arena, with the alumunus from IITs/IIMs at the forefront. The mind boggling salaries offered across the Indian B schools this year were not based on the criterion of caste but ability. Why shouldn't merit be the sole criterion to get admission to these hallowed portals?
Upliftment of the downtrodden or less privileged is not something that should be thought of only when it is time to get votes. Neither can it be achieved at the top. If there really is a concern for them it should begin at the grass roots. Free education should be rendered at least till 8th standard, it should be ensured that teachers actually come to class in government schools, medical facilities should be available to all those too poor to avail of them, female infanticide should be banned.
Establishing quotas is not the panacea for all evils. And even if there needs to be some quota, shouldn't it be on financial lines(quotas for those who don't have money to eat or get decent education) than based on casteism?

Anand,
I think it is one of your longest blogs and justifiably so.. I guess IIMs have the become the latest targets for all the politicians ... Right from Singapore - IIM - B collab , fee structure and now the reservation quota .... I guess all the good news abt the placements has just added to the political attention ...
I was chatting with Ni-* abt this and all she had to say was ... "why do u worry abt 210 seats when u r jus looking at 1" ... it didnt make sense to me then ... but it did make me feel a lil better abt the entire thing ...
In case u r wondering what i am talking abt... i just wanted to end my first comment on ur blog with a positive note :) ..
Keep bloggin :)

aB ,
Of course you are looking at only 1 seat but so are 100 others. Remember you need to be above 99 percentile to even get a call?

Anand i totaly agree with you on this...I think what Mr Narayanmurthy said was right govenment should spend money in making these people prepare for such a couse than to create shortcuts for them.I think the brand like IIT and IIM should be based on merit only.Resrvation will never serve the purpose of building up of the nation

After playing the game of political up-manship (eyeing the post of PM) and landing on his bottom, our dear HRD minister has termed the quota system not only needed but justifiable also. And no,he doesn't think it has anything to do with elections.I find it quite sad and frustrating at the same time,to see someone ruining not only the youth's but also the country's future for personal growth. In a couple of years you might even have people performing neuro-surgery only because they made it into the super speciality course because of QUOTA in offer. These PG/super speciality medicine courses which hitherto were untouched by the curse of quotas have also come under the HRD minister's notice.A supreme court ruling said that there won't be ANY quota for these courses. But now the Supreme court ruling is being overruled.
So the next time you visit the hospital, make doubly sure that you have said your prayers!!

After fifty years of Independence we still need 50% reservation so what sort of upliftment happened during these 50 years!!!! I thought India has progressed enough to abolish the Quota system...But our Government seems to have different opinion.

Discussions, Discussions and Discussions aur kitna karge yaar, i guess it was in 1991 whn for upliftment of SC/ST such a step was taken and ppl ended up burning themselves, well Anand think of ISB,Harvard,STandford, When you look down to see all Indians who made it big..Bhatia,Vinod dham, and many more all had to leave india, yaar apna govt Dance bars, Rape, aur timepass issues ke elava kartha kya hai....Mr Naidu had done he was a good Adminstrator but guess not a good politician, the trend will continue with dudes leaving offshore or probably they might be certain samples who might stay back till the fire burns them off too...if you can recollect them poem that went somethig like this.... "The Nazists came" cant get the lines the moral was if you are quiet when your neighbourhood is in fire someday the same wud burn you out with no one to save you............anyways dude think of other better options too ...guess there life beyond IIMs too, but yes whats happening is very sad......................and these kind of discussions only make you feel worse....goodluck and good going anyways

Some facts that I read in the newspaper today.
1) We call OBCs as backward. But unlike SC/STs, they have never been denied from going to schools. Infact, during the time of zamindari systems the OBCs were in a much better position than the upper castes.
2) In the parameters that determine "backwardness",Social backwardness is given highest weightage and Economic backwardness the least. Whereas it should be the other way around.
3) In a survey that was carried out, the OBCs are doing much better in schools than the SC/STs.So they don't really belong to the same social strata as the SC/STs.
4) There have been instances when the seats have gone vacant in IITs even after a cut off of 0 was required for SC/STs.
